MEAM support for Changing Futures

July 02, 2026

We are pleased to announce that MEAM will be continuing to work with the UK Government’s Changing Futures programme as its external Learning and Support provider as the programme enters its second phase.

Phase 2 of the Changing Futures programme is targeting 18 areas across England with £55.8m of investment during 2026 to 2029, with the aim of improving outcomes for adults experiencing multiple disadvantage. The programme brings together local partnerships across heath, social care, substance misuse, housing, police, criminal justice and voluntary sectors to help people with the most complex problems regain control over their lives with the right support at the right time.

MEAM was recently successful in winning a competitive grant process with the Ministry of Housing, Communities and Local Government (MHCLG) to deliver support to the programme. This follows three previous years from 2023 to 2026, when MEAM held a similar contract.

Under the new grant, MEAM will provide one-to-one support for the 18 Changing Futures areas, as well as supporting a range of programme-wide networking, dissemination and learning activities, covering areas within the programme and beyond.

Oliver Hilbery, Chief Executive of MEAM, said:

“We are delighted to have been awarded this grant to provide support to the 18 Changing Futures areas in Phase 2, and to support programme-wide learning, networking and dissemination.

“We are looking forward to building supportive relationships with the areas new to the programme and to further developing work with areas we already know well.

“Working together with local areas and the national programme team, we will help to ensure that the programme continues to create change for people facing multiple disadvantage at individual, service and system levels.”

Many Changing Futures areas are also members of the MEAM Approach network. The learning, evidence and practice approaches that emerge from both streams of work complement and reinforce each other to improve local and national responses to multiple disadvantage.
