Getting started – partnership, co-production and defining the problem
Halton as part of a DCLG funded pan Cheshire project ‘Complex Dependencies’, aimed to bring about change in the way areas involved, identified and supported members of their communities via early intervention approaches. One of the priorities was vulnerable adults (of working age, with no dependent children) not meeting thresholds for adult social care. Halton engaged with MEAM in order to develop their approach. Two new posts were created to lead with identifying and supporting clients who struggle to engage with services and have multiple needs in terms of mental health, drugs/alcohol misuse, housing and anti-social behaviour, alongside enhancing partnership working and an ambition to bring about change in how we work with adults. The pilot project ‘WAVES’ was launched in May 2017 with funding in place until April 2018. We are currently seeking service user comments and involvement, and are at the early stages with co-production. We are looking to work closely with partners who have experience in this area.
Designing your intervention
The WAVES Project provides dedicated support to address multiple needs, and look at practical ways of resolving problems that result in overuse or inappropriate use of services. The Project aims to improve outcomes for the most excluded and chaotic vulnerable adults in the borough for the benefit of themselves, the local community as a whole and for local stakeholders. The Project has two Adult Coordinators who provide one to one support to identified and eligible people in order to address these issues by developing practical solutions, help them to engage positively with other services and in their community, and empower them to move forward with their lives. This has involved significant work with partner agencies to develop and enhance existing processes in order to support adults more effectively.
Sustainability and system change
A review is currently taking place and the outcome will agree the definition of project longevity including strategic responsibility and the development of the MEAM Approach across Halton in terms of influencing system change.
